There are a zillion places besides the supposed legal department of the university to get something notarized (e.g. a bank or a real estate office). Mr. Kashua should know the universal principle applicable to all cultures and all ages which is that bureaucrats go by routines they did not originate, they may not understand, and they may be getting wrong, and the routines themselves may have been poorly conceived originally or may be currently outdated. Mr. Kashua should look on the plus side, which is that mistakes made by bureaucrats may be just as likely to help you as hurt you. One should never forget the description of the Russian Empire of the Czars which was described as tyranny tempered by incompetence.
