I don't see the connection with the water issue, but since it has been open: What about the millions of cubic meters sold to Jordanian farmer at a lower price than water is sold to Israeli farmers? About Governement grants: what about the millions given to the generaly pro-Palestinian cinema schools, theaters and other "cultural" associations? Only yeshiva block water projects? By the way i myself have been trying to promote several projects such as a 75 MW wind/water flow power plant, used and sewer water cleansing, and more.
