Israel was trying to accomplish a "painless" victory, which looks possible on paper, but the reality is far different. For many years now, the pundits have said again and again that air power alone will not win a war. Just when the world was believing this, air power seems to have won the war in Kosovo to a large extent. This puts the Air generals back in the drivers seat, but really, the pundits were right.
