The IDF first said that pictures showed the woman was not at the demonstration and therefore she died of other causes, not teargas, and the Palestinians were simply lying about the cause of death. It turned out that there were a number of witnesses, so a real investigation had to take place. I am willing to accept the facts described now, which are at least in accordance with witness account. The woman stood far from the demonstration, but the IDF fired teargas to some distance and, as with a stray bullet, a canister fell near her. She started choking, was evacuated to a hospital, administered inappropriate drugs, and died. Who is to blame? 1. The IDF certainly caused her death by firing "stray canisters". 2. Hospital doctors may not have known how this happened, but somebody should have interrogated the people who brought her in to find out. Hospital procedures are then also to blame. We have two culprits, and both should take to heart and mend their ways.
