He proposed the creation of 9 Industrial Zones on the seam line which were to provide jobs for about 100,000 Palestinians. One was on the border with Tul Karem. During the second intifada, it was attacked by mobs of Palestinals and burnt down. One was at the Erez crossing was pretty much continually under attack including the attack and kidnapping of Gilad Shalit. One was in Jerusalem. Several of the Jewish partners there were terminated with extreme prejudice' by Palestinian employees. Unfortunately, the employment of Palestinian workers entails more than the usual entrepreneurial risks, as seen by the above examples. Part of costs of these risks are now being born by the workers themselves at the checkpoints.
