Settlements give Israel an excuse to maintain forces up and down the West Bank. The West Bank has lots of strategic value since it gives Israel some strategic depth along with the ability to meet a threat from the East at the Jordan river and also from the hills that run through the West Bank. In addition the network of roads running through the West Bank are very convenient for running tanks and supplies down to the Jordan valley to meet a threat and to push out as needed. Settlements = military access to the West Bank = high strategic value. Your statement only makes sense if you believe that the only security issues Israel has are those related to the Palestinians. This is fundamentally false.
