I'm not familiar enough with the mandate to comment on the settlement right that you mention, but the mandate is from back in the 20s or so isn't it? I very much doubt that it gives Israel the right to claim the land as Israeli (especially given that Israel didn't even exist at that point). A right for Jews to settle is quite different from a right for Israel to claim additional territory, don't you think?
