Abbas has done well at suppressing terrorist in those areas where he has the power to do so. "We face the same problem with our political parties and our parties, but at least we have the tools of government to enforce any decisions made." - Yonatan Which is why the government does not restrain the Settlers. Israel denies the 'tools of government' to Abbas. Yet Israel is less effective at restricting it's terrorists than Abbas is at restraining his.
