    It is not the timing but the substance of what was proposed that gives offense.To try to palm this off as just bad timing suggests that there is a good time for Israel to do bad things. If Israel is so ready to apologize for the timing of its actions, it knows those actions are wrong. East Jerusalem is destined to be Palestine's capital if there are to be two states, and everyone knows that full well. Israel is digging in to prevent reasonable compromise and Netanyahu wields the shovel.
