Israel has never intended to see the formation of two states. Zionist ideology has always, from its inception, held its right to the two banks of the Jordan. It will eventually evolve into one state and that fear is what engenders Israel's paranoia. It has never been able to solve the dilemma of how the Jewish state is to be both Jewish and democratic. As we are witnessing today, the state is becoming more and undemocratic and as it builds its one state it finds itself with an Arab majority, so its options are extremely limited: either it can become a democratic state for all its citizens or it will become a Jewish theocracy where its apartheid can no longer be hidden.
