Why would a country that is the world's second or third richest in natural gas and oil, feel a pressing need to develop nuclear capacity for peacefull use? When time comes that they would need nuclear power they will be able to acquire commercial power plants at lower cost and more advanced that what they will be able to develop, from Europe or Japan. The answer is obvious.
