    The world is nowadays moving beyond the age of nation states. Example: EU. Where do you see a country where some ethnic group has more rights than others? The last one was South Africa. The world believes in Democracy, not Ethnocracy. A proposed law which explicitly confers more rights on one ethnic group will paint Israel as an Apartheid state. The saddest element here is that the law is not even necessary. The vague charactererization of Israel as "Jewish and Democratic" is already in the law book, based on the Declaration of Independence. The Supreme Court has already given it a normative interpretation which allows for some extra rights, such as the Law of Return, but minimizes discrimination. Why be more explicit? The world accepts Israel now, but the Dichter Law is bound to delegitimize it.
