    that 1701 is a comprehensive peace treaty. It isn't it is a ceasefire and the UN measures 1701's success with whether Israel and Hez'bollah are shooting at each other. Whether Hezbollah has scud missiles or not is not part of the UN's mandate of 1701. Ban does not have to comment on it, as 1701 only allows the UN to run aroound south of the Litani river. Also it is interesting Israelis ignore their violations of 1701 principally overflights and the continued occupation by Israel of Ghajar and Shabaa farms.
