It is in fact self-destructive because it wastes money and effort while being ultimately impossible. The best that can ever be achieved is to provide an effective defense of critical assets against rational threats. The qassam has been an incredible success not because of the actual damage it has done, but because of the response of Israel to the threat. With recent development in high-power solid state lasers in the USA the possibility of a reasonably effective area defense against small rockets and mortars may become possible at a reasonable cost. Until such a utopian defense becomes possible, articles like this one just raise fears and encourage waste.
