If adopted, would this constitute an agreed maritime delimitation, or would it be merely a "provisional agreement of a practical nature" capable of being challenged at any point in the future (Art. 74, para. 4, UNCLOS)? And why do they keep on using the term economic waters, if the whole point of the proposal is on the regulation of subsoil resources and not maritime resources? One would expect the more general term, EEZ, which permits regulation of not only the waters, but also the seabed and subsoil.
