The phrase "Tsur Yisrael" appears as part of the daily shacharit prayer service, immediately before the Amida (the portion of the service representing the daily sacrifice stipulated in the Torah). A fuller context reads "Tsur Yisrael, kumah b'ezrat Yisrael" ("Rock of Israel, arise in aid of Israel"). Thus the reference satisfied the religious without "offense" to the secular. As the WotD of March 3 put it, "hamevin yavin".
