Yesterday Ahram referenced Palestinian reports that said there was plenty of money to pay the salaries. The implication was that Israel's withholding of tax revenues was part of a strategy to boost Fayyad's stature and make sure he will be the leader of the new state. Apparently a high level Palestinian with knowledge of the finances said there was no doubt that there was enough money. If Israel is monkeying around to ensure Fayyad stays in power it seems it will only fracture the Palestinians, who will have a state regardless. Turning a medium challenge into a major problem.
