Israel might chose to lift the blockade if it should develop any sense of human decency, morality, compassion, or a desire to cease conducting the most serious violation of human rights taking place in the world today. If that development never takes place, Israel might want to avoid being in violation of article 33 of the 4th Geneva Convention, which says that collective punishment of a civilian population is a war crime. There may be consequences. If the US ever decides to stop supporting Israel in the UN with its veto, Israel will be hauled before the International Criminal Court in the Hague so fast it will make your head swim.
