Here's another alternative. The homes and villages that the Palestinians fled from in '48 no longer exist - no possibility of return. Give them Palestinian citizenship but allow them to settle in Israel if they choose. The "Jewish character" of Israel would be maintained. Few would choose to live in Israel where as foreigners they would receive no voting rights and no government largess. Israeli citizens would have equal right of residence in Palestine of course - settlers wouldn't have to move. whadayathink?
