There is absolutely no way to go over the heads of Hamas. There can be no peace agreement except with the Palestinians. The Arab League cannot impose peace on anyone. You are also mistaken if you think that they will necessarily support Abbas. Individual countries might, but not the League itself. The government is rather weak, and that worries me. On the other side, you have a lawless, terrorist entity. How do you make peace with a lawless, fragmented terrorist entity? The League can do nothing about it, even if it wanted to. What I predict is useless talks, and Gaza arming itself to the teeth in the meantime.
