SDHD: "Who do you go to if you want a building permit in Gaza?" SDHD: "Who do you go to if you want a marriage license?" SDHD: "Who do you go to if a crime is committed?" My friend has just shown us that he does not understand the difference between a) "the functions of govt" and b) "authority". An example: during the German occupation of Norway you went to Vidkun Quisling if you wanted a building permit, or a marriage license, or if you wanted to complain about a robbery. Because those "functions of govt" were exercised by his government, not by the German Army. Q: So was the German Army the occupying power in Norway? A: Yep. Q: How so? A: That German Army retained the AUTHORITY to sweep Quisling out whenever they wanted to. That is "effective control", and the IDF claims the same right with respect to Gaza.
