The difference IN PRINCIPLE is that Palestinians living under Israeli occupation is not a subjective Palestinian perception, but an objective fact. Kurds might subjectively define their existence like "under occupation", but objectively they are Turkish etc. citizens. The Kurdish movement is secessionist, i.e. meant to separate from an existing state. The Palestinian movement is nationalist, i.e. meant to create statehood on territory not part of an existing state. That's the difference.
