It's original borders based on this (the area of Palestine with a Jewish majority). The rest of Palestine was for a state with an Arab majority. The Arabs expelled Jews. "Some" of the Arabs of the Israeli area of Palestine left/claimed were expelled. The problem over refugee return is that the peace is "two state" and those seeking return want a "unitary state" with a Palestine Arab majority. This would undermine the UN partition establishing the Jewish homeland nation state.
