Ben, the UN is not required to disarm Hezbollah under Resolution 1701. Nobody is required to disarm Hezbollah under 1701. Go and read it again - the requirement is that the Lebanese Government (not the UN) disarm every force in South Lebanon except UNIFIL and their own (Lebanese government) forces. So they can leave Hezbollah armed, but if they do so then they are accepting responsibility for Hezbollah and its actions i.e. if it remains armed then it is deemed that the Lebanese government sees it as part of their Lebanese armed forces. If you believe otherwise then You Have Been Misinformed.
