I know of no such place that existed West of the Jordan River and have looked at maps of the area for the past several hundred years. If you are refering to Mandate Palestine from 22-47, thats hardly enough time to call it Palestine. If you include Jordan Palestine, Syria, and Lebanon, that is more realistic of what the territory of Palestine was. Why do you only refer to the current Jewish state West of the Jordan as "Palestine" There is no historic reference to that anywhere in time, with the one exception I mentioned. There is no reason to create another Arab Palestinian state, or even move people. Just have the Arabs go to their government in Amman. The population is 65-75% "Palestinian" Arabs already. The connection is there. Just include the Arabs of Judea and Samaria in Jordan Palestine. It is the only practical workable solution and it makes the most sense for everyone.
