That would be true if Israel were the sovereign in the West Bank, because a sovereign can always "give" its sovereignty away to someone else. But Israel is not the sovereign in the West Bank, and so a sovereign state isn't something that Israel can "give" to the Pals. But r cummings is incorrect: Israel can "give" the Pals something i.e. it can "give up" the occupation. Think of it this way: If Israel did *NOTHING* *ELSE* but agree to end the occupation then: (a) Abbas would declare his state the day after that and (b) every country on Earth would immediately recognize that state. You and I both know that is true, and yet nowhere in that sequence of events can you point to Israel "giving its permission" for a Palestinian state i.e. it merely removed the one and only impediment to that statehood, and the Pals then did the rest.
