Indeed, in a two story building the first floor is not only the "upper floor" (c.f. the "ground floor") but it is also the "top floor". I have no idea how many floors this floor mill **used** to have, but after being attacked by 500 pound Mk82 bombs I'd be very, very surprised if there were more than two floors left standing.
