Since Abu Mazen refuses to negotiate, he has saved Netanyahu the trouble of creating excuses so that Israel will not have to negotiate. Netanyahu will not stop settler expansion, even temporarily, and his people are even now planning the next assault on Gaza currently scheduled for September, 2010. His present activity, i.e. doing nothing, amounts to stall tactics. Not very different from Olmert's clever stage play-acting. As for the "many other steps" he has taken, I fail to understand what you are talking about. Your reference to what "Israel has [done] in general" is equally obscure.
