" "it is contemplated that the status of all citizens of Palestine in the eyes of the law shall be Palestinian," "it is essential that it should know that it is in Palestine as of right and not on the sufferance." Got that? The JNH was "in Palestine" so that nobody could say that Jews could not emmigrate to Palestine, but the British insisted that this did not mean that Palestine BELONG TO THE JEWS. In short: it was their safe haven, but it wasn't their state.
