Arabs living in the Palestine Mandate and then in Israel were not welcoming of a Jewish state. They were not bystanders. Some joined invading Arab armies to attack Israel in 1948. Most left at Arab instructions to temporarily leave the area until Jews are destroyed / expelled. These Arabs could then claim the homes and property of the beaten Jews. Of course, Egypt, Jordan and Syria would carve up the land and not give the Arabs who lived there anything except Jewish stolen booty. The land would go to to existing states. For reference, in the American Revolution a large number - called Loyalists - in the colonials, supported the Brits. They were forced to leave for Canada and their property was taken by Americans who supported the Revolution. They never were able to reclaim their property after the British defeat. That is the fate of those who choose the wrong side. The Loyalists however did not call for the genocide and expulsion of the pro-Revolution colonists.
