6 months rent - NIS 10,000 comes down to 1600 NIS per month. A 2-room apartment in Tel Aviv costs about 3000 NIS, I believe. As for leaving the city, that's a very good idea - the only problem is that probably quite a few of them work, in minimum-wage jobs, and cannot move because of that. Or, if they could move, what would they gain? They don't have 3000 NIS for a 2-room apartment in Tel Aviv, but does that mean they do have 1800 NIS or so for a 2-room apartment in Arad or so? Maybe they don't have anything at all? As Dutch Israeli says, the only solution is for the government - the municipalities - to provide for housing. Israel is one of the world's worst countries with regards to providing those who are not rich, those who are vulnerable, with a place to live. Other countries, such as The Netherlands or the UK, do provide decent solutions.
