In 1947 when the Indian subcontinent was partitioned into India and Pakistan,the population that went to each place fled because of rioting. There was no official 'exchange.' Today, neither country would dream of an 'exchange' or transfer.Today, the Constitution of both countries guarantees equal rights to all citizens,whatever social attitudes may be.The Law guarantees equal rights. In Israel the Arabs are second class citizens by Law.They cannot enroll in the army,they can hold property only in certain locations etc. This is unheard of in any democracy in today's world.Only apartheid South Africa had such a system.Now that system has also been replaced by a modern democratic system.In all the known democracies,ethnic minorities are guaranteed equal rights under the Law.
