Anyhow allowing civilian areas to be a safe haven for terrorists is not required by the Geneva Convention. Israel allowed a PA for protecting these people - the PA was supposed to disarm and disband terrorist groups. "Shelling civilian areas is no better than the Kassams it is simply collective punishment which is illegal under the Geneva Convention" I doubt responding to attacks is defined as "collective punishment". I doubt there is any limitation on self defence.
