When and where the ethnical background, the culture and, above all, the RELIGION are vastly different or incompatible a common society will not function. So, Czechoslovakia and Yugoslavia fell apart. When differences are visible but not too big, like in Belgium, Northern Ireland or Northern Spain a common state will function but without friendship between the groups. When differences are only marginal, like e.g. in Canada, Finland or Mauritius harmony is no problem. Wishful thinking is no substitute for realities. You cannot enforce integration if people do not want to integrate others or to be integrated with others. This is one of the few areas where the people still make the decisions.
