    These rules are aimed at pleasing the majority. The orthodox find it offensive to have women wearing a talit Most women are quite happy not to wear a talit when they pray whatever branch of judaism they see themselves as. They are allowed to go pray at the Kotel thats the important thing. For most women this rule doesnt bother them but for the orthodox its important I have a religious relative he went to visit Windsor Castle in England and as part of the tour they went to visit the queens private chapel. As he is religious he was wearing a hat but the guide told him nobody can cover their head in the chapel so take the hat off. He explained he was a religious jew and he must cover his head etc. The guide told him that he could weither take off his hat or wait outside because they are the rules. So he decided to wait outside, he wasn't happy but he accepted thats their way. At the Kotel their rules are to offend as few people as possible so they have to consi der the orthodox
