Your scare tactics won't work, hillel. The Duze birthrate is down to 2.3. The Christian Arab birthrate is down to 2.1. The Muslim Arab birthrate is falling as the level of income and education go up. (I remember when it was 7-8 children per woman). Want to make the Muslim Arab birthrate fall even more? Abolish child allowances for 4th child and above. It works, as has been demonstrated already with your haredim. Once the increased benefits for 4th child and above were abolished, your rabbis suddenly discovered that birth control was halakhically permissible.
