You assume this "terror" is what is preventing Israel from carrying out an Olmert policy of evacuation. Sorry, but Olmert doesn't INTENT to evacuate settlements. He doesn't WANT to and in the absense of Pal "terror" he WON'T. He wants the land and the settlements. He doesn't want to relinguish either, and so he won't of his own volition. He must be pressured to do so. Better this pressure comes from the Americans - no argument - but if the yanks are unwilling then it has to come from the Pals. That means "terror".
