    DZ: "the US cannot make settlements illegal only UNSC can" That statement misunderstands what the UNSC is and, therefore, what it can "make". The UNSC is not an international legislature. The UNSC therefore can't "make" int'l law. The UNSC therefore can't "make" settlements "illegal". Int'l Law is the only thing that can "make settements illegal", and all the UNSC (and the USA) can do is "decide" for itself that Int'l Law prohibits the colonization of occupied territory. The only difference between the two is who has to act upon those decision: 1) In the case of the US it is the USA. 2) In the case of the UNSC it is the member states of the UN.
