Israel would then withdraw from the Golan Heights in return for peace with Syria. 1. Israel has already left Gaza (it is only there because of the Hamas attack into Israel ansd the rockets that were fired - all done to take pressure off Hamas to accept the prisoners agreement or allow a referendum). 2. It is proposing to withdraw from many of it's WB settlements. (1 to 4 in planned order). If it could get Pals to agree to Gaza/WB being the homeland for all refugees, talks on final borders and Jerusalem would occur (the UN requires talks to establish final borders). It is Arab countries who await a two state solution before recognising Israel. The right of return claim is the problem/roadblock. A conference to discuss compensation is possibly the only one with any purpose/meaning.
