A: "Palestinians want the result of negotiations before hand" More correctly: they want their legal entitlements recognized before they are willing to enter into negotiations that will, inevitably, involve them bartering some of those entitlements away. A: "what does that say about them?" It says that they are militarily and politically powerless, and they know it. It also says that they know that their legal position is unassailable. So they are not willing to budge until they are assured that the strength of their legal position is acknowledged by everyone. That's what it says about them.
