Reading THAT makes no sense unless you also know what the "This" is that they talking about. Why, it's in the previous sentence: "political efforts at the international and diplomatic level to eliminate the effects of the aggression and to ensure the withdrawal of the aggressive Israeli forces from the Arab lands which have been occupied since the aggression of June 5" It means that they will stick to "3 Nos" SO LONG AS Israel occupies that land. Diplomacy can only occur AFTER she withdraws. Basically, what this article postulates.
