First, it is not possible to have a total ceasefire when a territory has half a dozen terror groups, all vying with each other for power. Second, a total ceasefire is not acceptable because you cannot even keep a caesefire in Gaza. Israel cannot take the chance of terrorists firing Qassams from the West Bank into the heart of the country, or giving suicide bombers the opportunity to start attacking again.
