The plan is for the Report to go from the UNHRC to the General Assembly, where a full, public discussion can be held, avoiding the US veto. The GA can then send it to the ICC at The Hague, perhaps allowing a few months delay for Israel to produce a credible report of its own, as Goldstone suggested.
