I endorse your proposal to have UN troops take over control from the IDF over Palestine. In fact, this has been proposed many time by many UN members. Until today, the Israeli government has rejected these proposals, claiming responsibility for security and rule-of-law in the occupied territories. Thus, Israel is fully responsible for the protection of the civilian population of the territories and should protect Palestinians from the (many) violent attacks by settlers. But I agree with you: the just protection of civilians from harm would be in better hands with the UN then with the IDF. Actually, in the case of the Gaza strip this proposal was even (for two minutes) considered by the Israeli government, but the IDF leadership vetoed it ... probably they were scared of the competition.
