    What it says is that Israel chose to develop nukes quite LEGALLY which was its right. There is no difference in the legality of Israels nuclear weapons program as it is with the US, Russia, UK, France, China, India & Pakistan. If Israel as a non NPT signitory has no right to nukes then neither do any of those countries have a right to them. Israel has acted incredibly sanely with its nuclear program in the 40+ years its had the things it has never once threatened anybody with them India & Pakistan have on more then one occasion come to a nuclear standoff when hostilities arose. The US has used nukes. Russia, China, US, UK & France have in theory been threatening each other with nuclear war throughout the Cold War. Out of all the LEGAL nuclear powers only Israel has never threatened anybody with them. Israel charter of independence defines the country as a secular jewish state. It does of course have its share of religious nuts but they dont run the country unlikes Irans ayatollahs
