The Yishuv fought the first part of the 1948 War, the civil war with the Palestinian Arabs, purely defensively at first; "Ben-Gurion instructed that only property, not people, be hit" (Morris, 1948: The First Arab-Israeli War, 2008, p. 99). The Yishuv nearly lost early on this way until they switched from "pure defense to active defense with response and punishment" (ibid.). Later in the. 1948 War, after the pan-Arab attack, it was Ben-Gurion who declined permission to seize the West Bank when Israel had the opportunity to do so (Gorenberg, Accidental Empire, 2006, p. 17).
