You are therefore claiming that the settlements are military fortifications. The Hague Regs is quite clear that fortifications MUST be of a temporary nature: Article 46 if the "fort" is on private property Article 55 if the "fort" is on public land Olmert is DEMANDING Israel must keep these settlements, which is an admission that they are meant to be permanent. The land "requisitioned" for the settlements is therefore not "requisitioned" at all, but is "confiscated" (illegal under Article 46) and/or going beyond the rules of "usufruct" (illegal under Article 55). That DEMAND of Olmert's therefore make them illegal. That the Allon Plan had ALWAYS intended that this demand be a part of the end-game of negotiations means they were ALWAYS illegal.
