I actually think the NPT is flawed in its essence. It imposes limitations and liabilities on any country who signs it with no benefits at all. I actually think that liabilities and penalties MUST be imposed on any country who is not a signatory to the agreement such: 1 ? Not be allowed to participate in any academic course, seminar, etc., Offered anywhere in the world by an NPT signatory country. 2 ? Sale of any technology, components etc. that can be used for the development weapon should be disallowed by any entity from a country who is not a signatory to the NPT. Moves such as the above although will not stop Israelis from gaining the info and components by illegal means, will provide at least an incentive for any country to comply, rather than ignore.
