According to the Status of Force agreement, yeah, the USAF controls the military airspace over Iraq, and will continue to do so for quite some time. That SOF agreement does, however, have a provision where the Iraqis can request that the USAF defend Iraqi airspace. On my reading of that agreement the Americans aren't OBLIGED to agree to that request, but politically it'd be very hard for them to allow (say) the Israelis to mount a second-strike if the IAF bungles the first one.
