1. They are killing one another by their own choice. Arafat began killing Hamas people decades ago when they argued for peaceful separation from Israel and were competing with him. And the recent fighting was instigated by Hamas killing several Fatah officials. 2. Israel did not start Hamas. Hamas is an offshoot of the Moslem Brotherhood. When Hamas first started it provided social services to Arabs and urged peacefully negotiated independence from Israel. At THAT time, Israel chose to give them financial support. However, they couldn't compete with Arafat and decided to beat him by being even more violent than the PLO. When they turned to violence, Israel stopped supporting them. I think Israel's early support is a tremendous show of their commitment to helping Arabs. They gave money to a group providing social services that also called for independence, albeit peacefully.
